New workers’ payroll system saves FG N120bn

The Federal Government has saved a total of N120bn on personnel cost between 2007 and now through the implementation of the Integrated Payroll and Personnel Information System.

The Accountant-General of the Federation, Mr. Jonah Otunla, said this on Tuesday in Abuja while making a presentation on the Peer Review Mechanism during the visit of the Head of the Civil Service of the Federation and the Peer Review Team of Permanent Secretaries to his office.

The AGF noted that the IPPIS had also led to the streamlining of personnel process and payroll thus eliminating the incidence of ‘ghost’ workers.

“From April 2007 when the scheme commenced till date, 246 MDAs were enrolled with a total number of 250,000 members of staff and over N120bn cumulatively saved as a result of the difference between the amount the government would have released to the MDAs based on appropriation and the actual amount released and paid through the IPPIS,” Otunla said.

The savings, he said, were not limited to the detection of ‘ghost’ workers alone, but included excess personnel cost discovered to have been channelled to non-personnel sub-heads by the Ministries, Departments and Agencies, but returned at the instance of the OAGF.

On the Government Integrated Financial Management Information System, Otunla said it had helped the government to increase its ability to undertake central control and monitoring of expenditures and receipts in the MDAs.

According to him, it also facilitates access to information on financial and operational performance; improves internal controls to prevent and detect potential and actual fraud; and strengthens governance and accountability through efficient and effective service delivery.
